I am confused about the part where you fold the collar in half and SC across, If I do that, it makes the black at the top, and the picture shows it down from the red at the neck.

In other words the black would be at the top of the neck I tried to download the graphic picture to help me, but it was fuzzy.

Is the collar folded in half, and the SC through the row just made, and the starting chain?

Yes you are correct, I crocheted the neck piece, folded it in half and than sc through the front and starting chain to make it one piece.

Than I continued to crochet the body.
